Seneca man jailed on multiple sex charges

WALHALLA — The Oconee County Sheriff’s Office arrested a Seneca man Oct. 4 on multiple counts of sexual offenses with a minor.

Robert Keith Morgan, 32, of 426 Friendship Road, was booked into the Oconee County Detention Center around 6:54 p.m. Oct. 4.

Morgan was initially charged with three counts of first-degree criminal sexual conduct with a minor, six counts of third-degree sexual exploitation of a minor and one count of first-degree sexual exploitation of a minor.

Morgan is a registered sex offender and according to Sgt. Kelly Winchester, the Sex Offender Registrar with the Oconee County Sheriff’s Office, Morgan has been compliant with the requirements of his sentence in regards to the Sex Offender Registry.

Morgan was placed on the Sex Offender Registry in 1999 after being adjudicated in Family Court on a charge of criminal sexual conduct with a minor.

The Sheriff’s Office began its investigation on Sept. 26 after the School Resource Officer at an Oconee County School was notified of allegations of sexual assaults that occurred off school property.

The case was turned over to the Criminal Investigations Division. As the investigation continued and evidence was gathered, it was determined that Morgan had sexually assaulted the female victim while the victim was between the ages of 12 and 14. The case involves only one victim at this time, according to investigators.

Evidence also obtained by investigators led to charges against Morgan for having sexually explicit images of a minor.

In regards to the initial six charges, Morgan was given a combined $150,000 surety bond on the six third-degree sexual exploitation of a minor charges and was denied bond on the three first-degree criminal sexual conduct with a minor charges and the one count of first-degree sexual exploitation of a minor charge.

As the investigation continued and further evidence was gathered, Sgt. Tim Rice, the Child/Elder abuse investigator with the Sheriff’s Office, obtained nine additional warrants against Morgan.

Morgan also has been charged with seven counts of first-degree sexual exploitation of a minor and two counts of third-degree sexual exploitation of a minor.

The new warrants obtained against Morgan also involve the only victim in the case at this time, according to Rice.

The Oconee County Sheriff’s Office is continuing their investigation. No further information on the investigation will be released at this time.
